IF YOU DID NOT BACK IT UP BEFORE IT WAS CORRUPTED OR DELETED IT CAN NOT BE RESTORED.(at least not by you, but maybe not at all) FLASHING A CUSTOM ROM MAY DELETE THIS INFORMATION IRREVERSIBLY. The EFS folder contains your IMEI and other important information. You need an unlocked bootloader to use a custom ROM. It is not required to unlock the bootloader to root your device, although not doing so requires you to root your phone using an exploit, instead of simply flashing the files. Many phones already have an unlocked bootloader. Android 4.0 brings new functions for that, so there now are a few programs to do a complete backup with (yet without root).
